If approved, the maximum mandatory MPF contribution for employers and employees will rise to HK$2,000 per month, while around 78,000 employees would no longer be required to make mandatory contributions.
According to local media reports, the Hong Kong Mandatory Provident Fund Schemes Authority (MPFA) consulted the Labour Advisory Board on 31 March 2026 on proposed adjustments to the minimum and maximum income levels for Mandatory Provident Fund (MPF) contributions.
Under the reported proposal, the minimum income level for mandatory MPF contributions would rise from the current HK$7,100 to HK$10,500 per month, while the maximum threshold would increase from HK$30,000 to HK$40,000.
This means employees earning HK$10,500 or below would be exempt from mandatory contributions, with around 78,000 workers no longer required to make contributions.
Meanwhile, with the statutory contribution rate set at 5% of relevant income, the increase in the maximum income level would raise the monthly cap on mandatory contributions from the current HK$1,500 to HK$2,000, representing an increase of HK$500 per month.
Reports said that employer and employee representatives expressed mixed opinions during the meeting. Employee representatives supported the adjustments and suggested that the maximum level of relevant income for MPF contributions could be raised gradually to HK$60,000 in line with the established mechanism. Employer representatives, however, voiced concerns that higher caps would increase operating costs and add pressure amidst the current business and global economic environment.
In response to media enquiries, the MPFA said the proposal is still under review. The Authority will consider income data and other relevant factors in accordance with the law, and aims to submit its report and recommendations to the government by mid 2026 after completing the review.
The last adjustments to the MPF’s minimum and maximum income levels were made in 2013 and 2014 respectively, meaning they have remained unchanged for 12 to 13 years.
