Mandatory employees’ compensation insurance coverage has also been extended to the Hong Kong Port Area of Huanggang Port at no additional cost to policyholders.
The redeveloped Huanggang Port officially commenced operations at 6.30am today (12 October 2026).
The new Huanggang Port is the first land boundary control point between Hong Kong and Shenzhen to adopt the “collaborative inspection and joint clearance” mode, providing 24-hour clearance services for passengers and passenger vehicles.
Enrolled passengers using the “collaborative inspection” automated channels will only need to queue and present their identity documents once to complete the immigration clearance procedures of both Hong Kong and Shenzhen.
Hong Kong’s Immigration Department (ImmD) has encouraged eligible Hong Kong residents to enrol for the new “collaborative inspection” automated channels in advance through the “HK e-Channel” mobile application.
The ImmD also reminded passengers that they are still required to carry valid travel documents that meet the immigration requirements of both Hong Kong and the Mainland when using the “collaborative inspection” automated channels, and should check the validity of their documents before departure.
New clearance arrangements for cross-boundary vehicles
For vehicle clearance, the new Huanggang Port introduces “joint one-stop” vehicle lanes, allowing drivers to complete clearance procedures for both Hong Kong and Shenzhen in a single process.
Drivers will complete the collection of body temperature, travel document, facial features and fingerprints through the “integrated information collection device” in the lane.
Drivers using the “joint one-stop” vehicle lanes for the first time are required to complete the relevant authorisation through the device. Outbound vehicles will pass through a “customs front kiosk” for customs risk assessment. Vehicles selected for inspection will be directed to the designated inspection area for further examination.
The port also adopts a “passenger-vehicle separation” arrangement. General passengers travelling in cross-boundary private cars will be required to disembark at the designated drop-off area, take their personal luggage and belongings, and proceed to the passenger clearance hall to complete immigration procedures.
Speaking at the opening ceremony at the Mainland Port Area of the Huanggang Port on 11 October, HKSAR Chief Executive John Lee said the redeveloped port demonstrates efforts to promote “hard connectivity” in infrastructure, foster “soft connectivity” of rules and mechanisms, and achieve “connectivity of hearts” between the residents of the Mainland and Hong Kong.
Mandatory insurance coverage extended to Huanggang Port
In connection with the opening, the HKSAR Government has entered into a market agreement with 45 insurers to extend the scope of coverage of their existing mandatory motor and employees' compensation insurance policies to the Huanggang Port Hong Kong Port Area (HKPA).
The agreement covers insurance policies required under section 4 of the Motor Vehicles Insurance (Third Party Risks) Ordinance (Cap. 272) and section 40 of the Employees’ Compensation Ordinance (Cap. 282).
The arrangement took effect on 31 July 2026, when the Huanggang Port Hong Kong Port Area Ordinance (Cap. 659) came into operation.
The market agreement between Hong Kong’s Financial Services and the Treasury Bureau and individual insurers extends the geographical scope of existing mandatory motor and employees’ compensation insurance policies to cover the HKPA at no additional cost to policyholders.
