The Hong Kong Productivity Council, Sun Hung Kai Properties, and K. Wah Group are among the organisations granting employees a special half-day leave on polling day to encourage voting.
To support the 2025 Legislative Council (LegCo) General Election on 7 December 2025, government departments, statutory bodies, and corporates across Hong Kong are introducing special arrangements to make voting easier for employees.
Ingrid Yeung, Secretary for the Civil Service, announced that, in addition to deploying extra manpower on polling day, the bureau will implement measures to help on-duty civil servants vote. These include:
- Allowing civil servants to vote before reporting for duty or leave work early, with compensatory leave or overtime pay provided under existing rules;
- Reimbursing transport expenses for travel between the place of work and the polling stations; and
- Mobilising departmental unions and volunteer teams to assist colleagues on polling day.
The Hospital Authority will adopt flexible arrangements for healthcare staff on shift duty, enabling them to briefly leave their posts to vote without affecting patient services.
The Airport Authority will allow on-duty staff to start work later or finish earlier, arrange backup personnel, and provide transport from the airport to polling stations.
The Hong Kong Productivity Council will grant employees a special half-day leave to encourage civic responsibility. Similarly, the Hong Kong Jockey Club will facilitate voting for race-day staff and offer transport allowances.
Other statutory bodies, including the Hong Kong Housing Society, Office of the Privacy Commissioner for Personal Data, and West Kowloon Cultural District Authority, will also provide flexible arrangements for on-duty staff.
On the corporate side, beyond earlier commitments from four major chambers of commerce, the Travel Industry Council of Hong Kong, and seven catering associations, several companies will grant employees half-day leave. These include:
- Sun Hung Kai Properties
- Henderson Land Group
- K. Wah Group
- New World Development
- Sino Group
- Chow Tai Fook
- PCCW
- Bank of East Asia
CLP Power Hong Kong and HK Electric have also pledged flexible work arrangements to support employee voting.
