Hong Kong to release First Five-Year Plan and Policy Address on 16 September 2026

Chief Executive John Lee said releasing the two documents together will help the public better understand how annual policy initiatives align with Hong Kong's long-term development blueprint.

Hong Kong’s Chief Executive John Lee will announce the First Five-Year Plan for Economic and Social Development of the Hong Kong Special Administrative Region (2026-2030) (Hong Kong's First Five-Year Plan) on 16 September 2026, before delivering the Chief Executive's 2026 Policy Address (Policy Address) later the same day.

According to Lee, releasing the two documents together will help the public better understand the close interconnection between Hong Kong's long-term development strategy and the Government's annual policy priorities.

Lee described Hong Kong's First Five-Year Plan as a forward-looking, strategic, and directional guiding document that sets out the blueprint for the city's economic and social development over the next five years.

On the other hand, the Policy Address serves as an annual report on the Chief Executive's implementation of Hong Kong's First Five-Year Plan, while setting out the key policy priorities for the year in response to the prevailing circumstances. The two are inextricably related.

“By reading Hong Kong's First Five-Year Plan alongside the Policy Address, members of the public can more easily see how the Government introduces policy initiatives in 2026 to take forward the direction and strategies set out in Hong Kong's First Five-Year Plan,” he said.

He added that each year's Policy Address will establish milestones to advance the objectives set out in the five-year plan.

“In a Policy Address, the Chief Executive sets out various indicators as annual milestones. In subsequent years, the Policy Address of the year will, taking into account the international environment, economic projections and latest dynamics, formulate the policy initiatives, key policy priorities and major projects for the year, so as to sustain the efforts in realising the blueprint.”

Following the release of the two documents, Lee will hold a press conference on the afternoon of 16 September and participate in a televised forum later that evening. He will also attend the Chief Executive's Interactive Exchange Question and Answer Session at the Legislative Council the following day to elaborate further on the contents of the five-year plan and the Policy Address.
