Malaysia abolishes five civil aviation service schemes effective this month

The move follows a change in the status of the CAAM, with new appointments under the five schemes no longer permitted from 1 October 2026.

Malaysia has abolished five service schemes covering air traffic control officers, pilot examiners, aircraft examiners, and their assistant roles, effective 1 October 2026.

According to a service circular, the Government agreed to abolish the schemes following the change in status of the Civil Aviation Authority of Malaysia (CAAM) from a Federal Statutory Body (BBP) to a Remunerated Separated and Exempted Statutory Body (BBDSB).

The five schemes affected are:

  1. Air Traffic Control Officers
  2. Pilots/Pilot Examiners
  3. Aircraft Examiners
  4. Assistant Air Traffic Control Officers
  5. Assistant Aircraft Examiners

From 1 October 2026, no new appointments are permitted under these schemes.

The circular also cancels the service schemes for Air Traffic Control Officers, Pilots/Pilot Examiners and Aircraft Examiners introduced through Service Circular No. 1 of 2024 and Service Circular No. 2 of 2024, which covered the implementation of the Public Service Remuneration System for Federal Public Service Officers and the Top Management Group, respectively.

The service schemes for Assistant Air Traffic Control Officers and Assistant Aircraft Examiners introduced through Service Circular No. 1 of 2024 are also cancelled.

The circular was signed by Tan Sri Dr Wan Ahmad Dahlan bin Haji Abdul Aziz, Director General of Public Services, Malaysia.
