Malaysia citizens holding a Singapore driving licence can now apply for RON95 petrol subsidy

All applications received will be submitted to Malaysia's Ministry of Finance for further review and consideration of eligibility.

Eligible Malaysian citizens working in Singapore and holding a Singapore driving license can now benefit from the RON95 petrol subsidy that was introduced in September 2025.

In a statement on 15 October (Wednesday), the Ministry of Transport (MOT) said it had received feedback from Malaysia citizens working in Singapore regarding the implementation of BUDI95, especially those involved in the service sector such as bus drivers, support service drivers and operational workers.

Under current driver licensing regulations in both Malaysia and Singapore, individuals are permitted to hold only one valid driving licence.

As a result, many Malaysia citizens working in Singapore, especially those whose jobs involved in driving, are required to surrender their Malaysia driving license in order to obtain a Singapore one. This is despite the fact that they reside in Malaysia, own Malaysian-registered vehicles, and are Malaysia citizens.

To address this, the Ministry of Finance Malaysia and the Malaysian Road Transport Department (JPJ) have set up a special website to enable individuals involved to register for the BUDI95 subsidy. All applications received will be submitted to MOF for further review and consideration of eligibility.

The matters that will be considered for the application are as follows:

  • The applicant is a Malaysia citizen, 
  • The Malaysia citizen holds a valid Singapore Driving License (SDL), and 
  • Has a Singapore Work Permit status.

Malaysia citizens who hold an SDL but are no longer working in Singapore or are no longer subject to Singapore's domestic regulatory requirements to hold an SDL may reapply for a Malaysian Driving License (MDL) by first cancelling their SDL through the existing procedures in Singapore. Applications for reinstatement of their SDL can be made at any nearby JPJ Office after confirming that there are no restrictions, suspensions or convictions imposed on the SDL by the Singapore authorities.

The BUDI95 subsidy application website for affected individuals can be accessed starting today, and applicants can check their respective eligibility status via the official BUDI95 website after 14 days from the date of application submission.

The final consideration of each application falls under the jurisdiction of MOF, based on all conditions set under the BUDI95 subsidy programme. The regulation stipulating that BUDI95 is only for vehicles registered in Malaysia will continue to be in force.
