Malaysia launches plan for professional development of administrative and diplomatic officers

This plan is provided as a guide and reference to develop public officers who are more competent, motivated and have positive values, in line with the aspirations of the Public Service Reform Agenda.

A new Professional Development Plan of Administrative and Diplomatic Officers (PTD) is underway in Malaysia, launched by Deputy Director General of Public Service (Development) Datuk Dr. Anesee bin Ibrahim on 6 November 2024.

The launch took place at the Public Sector Human Resource Management Conference 2024 in Putrajaya.  

Cited in a Facebook post by the country’s Public Service Department (JPA), Dr. Anesee called on Malaysia’s civil servants to always remain “strong, stable and efficient” and to continue practising the H.E.M.A.T framework. 

For context, the H.E.M.A.T values, which are Hijrah Tata Kelola, Empati Rakyat, Minda Pekin, Apresiasi Inovasi, and Telus Tadbiran, are aligned with the three principles in carrying out responsibilities as a public official.

These principles are namely:

  • Facilitate the affairs of stake holders and customers,
  • Accommodate the way of working in parallel with the government's agenda, and
  • Accelerate implementation of all government decisions, which were all coined in June 2024.

Dr. Anesee added that these should be aligned with the Public Service Reform Agenda which was introduced by Malaysia's Chief Secretary to the Government, Shamsul Azri in September this year.   

Per further updates by JPA, the PTD serves as a guide and reference to develop public officers who are competent, motivated and instill positive values, in line with the aspirations of the recently launched Public Service Compensation System (SSPA). 

JPA affirmed: "All civil servants should take a role in supporting the five reform success areas outlined in the Public Service Reform Agenda, which encompasses value and governance implementation, human capital development, organisational development, service delivery and public-private synergy empowerment."
