LINDUNG 24/7 is expected to benefit 10mn formal workers by providing coverage for accidents that occur outside working hours, as part of amendments to the Employees' Social Security Act 1969 [Act 4].
The Dewan Rakyat has seen the first reading of a Bill to amend the Employees' Social Security Act 1969 [Act 4], marking a step forward in strengthening Malaysia’s social protection system. The amendment introduces the Non-Work-related Accident Scheme, also known as LINDUNG 24/7, expanding coverage to all formal workers 24 hours a day, seven days a week.  
Under the current system, social security benefits are primarily linked to work-related incidents. The new 24/7 protection scheme is expected to benefit 10mn workers by providing coverage for accidents that occur outside working hours, wherever and whenever they happen. According to SOCSO data from 2018 to 31 August 2025, 26,865 claims were previously rejected as non-work-related accidents, a gap that LINDUNG 24/7 seeks to close. 
Through the scheme, formal workers will have access to a wide range of benefits, including medical benefits, Temporary Disability Benefits (FHUS), Permanent Disability Benefits (FHUK), Dependent Benefits (FOT), Constant Care Allowance (ELS), Corpse Management Benefits (FPM), rehabilitation benefits and education benefits. Beyond individual protection, the initiative is also expected to ease pressure on the public health system by ensuring that accident victims continue to receive financial and rehabilitative support. 
The amendments reflect recognition that workplace risks do not end with office hours. With flexible and remote working increasingly common, this reform aligns social protection with modern work patterns while acknowledging that accidents can occur at any time. 
The second and third readings of the Act will be presented by YB Steven Sim Chee Keong, Minister of Human Resources, and debated in Parliament this December.
