MOH releases details on updated salary guidelines for community care staff in Singapore

In the updated guidelines, pharmacists will now be grouped under job bands P3, P2 and P1, instead of the previous Bands 3, 2 and 1. Allied health professionals will also be reclassified under AH3, AH2 and AH1, replacing the former Bands 3, 2 and 1.

Singapore's Ministry of Health (MOH) has updated its salary guidelines for the community care sector, which now recommend an increase of about 7% or more in the annual total compensation for most job roles.

The ministry's update on 8 April 2026 builds on Minister for Health Ong Ye Kung's first announcement in February, with details for specific professions and job bands now available.

The updated guidelines set out recommended starting and mid-point monthly base salaries, as well as median annual total compensation for various job roles in the sector, taking into account market movements since 2024.

Although guidelines are not mandatory, community care organisations (CCOs) are encouraged to use the guidelines to enhance fairness in pay structures and salaries within their respective organisations and sector.

For CCOs whose salaries fall below the published levels, they are strongly encouraged to adjust their pay packages to meet the guidelines by early 2027. As implementation may take time, MOH has advised CCO staff and jobseekers to give CCOs time to review and implement the changes.

On the other hand, organisations with compensation higher than the published salaries have been urged to maintain their competitive position, and continue their regular salary reviews for staff.

"We encourage CCOs to regularly review their salary levels to keep pace with the market, to better retain and attract staff. MOH will continue to monitor the salary competitiveness of community care staff against the market and review the guidelines as necessary," the ministry said.
