Civil servants in Singapore to receive 1.05 months' year-end bonus for 2024

Taken together with the mid-year payments, civil servants will receive a total of 1.5 months in full-year Annual Variable Component, with junior grades receiving total lump-sum payments of up to S$850 in 2024.

Civil servants in Singapore will be paid a year-end Annual Variable Component (AVC) of 1.05 months in 2024, according to the Public Service Division

In its announcement on Monday (25 November 2024), the Division added that civil servants in grades equivalent to MX15 and MX16, and those in the Operations Support Scheme (OSS), will receive an additional one-time payment of S$600.

This year-end payment takes into consideration that Singapore’s Gross Domestic Product (GDP) is expected to grow by around 3.5% in 2024, as well as the National Wages Council (NWC) guidelines for 2024/2025.

The Government will continue to pay the Non-Pensionable Annual Allowance (NPAA) of 1.0 month to all civil servants.

Labour movement leaders have expressed their support for the above, with Cham Hui Fong, Deputy Secretary-General, National Trades Union Congress (NTUC) saying it "reflects Singapore's strongest economic growth since 2021 and recognises their contributions this year."

"NTUC and the public sector unions fully support this payout decision, along with the additional S$600 lump sum for civil servants in grades MX15 and MX16, and in the OSS. This demonstrates the Government's continued commitment to supporting our junior officers."

She added that as positive economic indicators prevail, NTUC "continues to encourage civil servants to enhance their skills and capabilities through upskilling programmes, ensuring they remain competitive and ready for future challenges."

Sanjeev Kumar Tiwari, General Secretary, Amalgamated Union of Public Employees (AUPE), meanwhile, expressed the AUPE's appreciation towards care shown for the lower-income workers through the additional one-time lump sum payment, noting that it will "help our officers in the lower-wage income manage the rising cost-of-living."

"AUPE extends our deepest appreciation to all civil servants for their unwavering dedication and professionalism in serving our nation. AUPE will continue to work closely with the Government to ensure our civil servants’ contributions are well-recognised, while encouraging them to embrace upgrading opportunities for an even better future ahead," he added.
