The Employees Provident Fund has stressed that employers who have yet to implement mandatory contributions must do so immediately to avoid penalties and legal action.
The Employees Provident Fund (EPF) and the Immigration Department of Malaysia (JIM) have taken a further step to tighten enforcement of mandatory EPF contributions for non-Malaysian workers, following the policy’s implementation in October 2025.
On 11 December 2025, both agencies signed a strategic collaboration note to support the rollout of mandatory contributions, in line with the Budget 2025 announcement made by Prime Minister Anwar Ibrahim on 18 October 2024. The signing took place during the Ministry of Home Affairs’ monthly assembly in Putrajaya.
At the heart of the collaboration is closer system integration between EPF and JIM, allowing both agencies to share data more accurately and securely. This includes information on holders of Visit Pass Temporary Employment (VPTE), Employment Passes, and other valid work passes that permit employment in Malaysia.
According to Sazaliza Zainuddin, EPF Chief Operating Officer, the collaboration strengthens the ability of both agencies to verify worker status and speed up the registration of non-Malaysian workers. She said the move improves transparency and supports more comprehensive compliance with the requirements under the EPF Act 1991.
Stronger enforcement as contributions take effect
The enhanced data flow is expected to make verification more efficient, particularly during the early phase of implementation.
Since implementation, around 1.3mn workers have successfully made contributions through approximately 60,000 employers. The figures suggest a positive start among employers who have moved quickly to comply with the new requirement.
However, EPF noted that there are still employers who have yet to fulfil their obligations. Failure to comply not only breaches the law but also weakens the social protection available to non-Malaysian workers. Employers who have not implemented mandatory contributions have been urged to do so immediately to avoid penalties and possible legal action.
Getting worker details right
As enforcement efforts are strengthened, employers are also reminded of the importance of submitting complete and accurate worker information to ensure contributions are credited correctly.
This includes key details such as the worker’s full name, passport number, and EPF membership number. Employer registration can be completed online via EPF’s official portal or in person at any EPF branch.
Non-Malaysian workers holding VPTE and Employment Passes will be registered automatically and do not need to visit EPF offices. Employers can check their workers’ registration status through the i-Akaun (Employer) portal.
For other categories of work passes, registration and updates to worker information can continue to be done at EPF offices as usual. Non-Malaysian workers are also encouraged to complete fingerprint registration at EPF offices from January 2026 onwards.
