Ministry of Home Affairs Malaysia opens special window to receive 2025 foreign worker quota applications from 19 Jan to 31 Mar 2026

All applications received in this period will be taken into consideration by the relevant ministries and subjected to other conditions for the employment of foreign workers.

Malaysia's Ministry of Home Affairs (KDN) has opened a special period for employers to submit their applications for the employment quota of foreign workers for the year 2025, from 19 January 2026 to 31 March 2026.

According to a Facebook post by KDN, this special period applies to applications to all sectors and sub-sectors approved by the Government on 1 October 2025, and that have complied with the eligibility criteria. This includes applications for foreign workers in the services sector under the supervision of the Ministry of Domestic Trade and Cost of Living (KPDN), which was previously closed.

The initiative aims to help employers submit applications in a more orderly and planned manner.

All applications received from 19 January 2026 to 31 March 2026 will be discussed in consultation with the relevant ministries and will be subject to other conditions for the employment of foreign workers.

KDN has reminded all employers to submit their applications directly without the mediation of agents or third parties at the ministry's One-Stop Centre for Foreign Worker Management.

In addition, the Ministry has advised employers to make appointments in advance via the appointment system available on the Ministry of Home Affairs' official website starting 16 January 2026.
