MOM investigates Twelve Cupcakes over unpaid salaries and possible Employment Act breaches following sudden closure

In a joint statement with the Central Provident Fund Board, the ministry described the company's handling of the closure as “irresponsible” and not aligned with the Tripartite Advisory on Managing Excess Manpower and Responsible Retrenchment.

Twelve Cupcakes, which operated for 14 years in Singapore, announced on 29 October 2025 that it has entered provisional liquidation. The sudden closure affected staff across its outlets and sparked concern over their employment rights.

In a statement following the announcement, the Food, Drinks and Allied Workers Union (FDAWU), an affiliated union of the National Trades Union Congress (NTUC) said Twelve Cupcakes had not engaged it before notifying its employees of the closure, despite being a unionised company.

In a joint statement with the Central Provident Fund Board (CPFB) later that week, the Ministry of Manpower (MOM) described this as “irresponsible” and not aligned with the Tripartite Advisory on Managing Excess Manpower and Responsible Retrenchment (TAMEM).

MOM is investigating the company for non-payment of salaries and other possible breaches of the Employment Act, and has warned that it will take enforcement action if necessary.

Meanwhile, the Taskforce for Responsible Retrenchment and Employment Facilitation, which includes MOM, Workforce Singapore (WSG), the National Trades Union Congress (NTUC) and NTUC’s Employment and Employability Institute (e2i) are working with Twelve Cupcakes and FDAWU to provide job matching support and career coaching to affected employees. The Tripartite Alliance for Dispute Management (TADM) will also be assisting employees in filing a proof of debt with the liquidator for salary and other employment claims.

The statement added that the CPF Board will be filing a proof of debt to recover outstanding CPF contributions for September and October.
