Up the ranks: AXA appoints former French Labour Minister Astrid Panosyan-Bouvet as Group CHRO

She takes on the role effective 1 September 2026, and will be responsible for all human resources activities led at the Group level and for the AXA headquarters.

French multinational insurance corporation AXA has appointed Astrid Panosyan-Bouvet (pictured above) as Group Chief Human Resources Officer and a member of AXA’s Management Committee, effective September 1st, 2026.

In this role, Panosyan-Bouvet will be responsible for all human resources activities led at Group level, including talent management, compensation, social relations, HR operations, culture & diversity, learning & development, as well as human resources for the AXA headquarters.

She will report to Karima Silvent, Deputy General Secretary. 

Commenting on the appointment, Thomas Buberl, Chief Executive Officer, AXA expressed delight at welcoming her to the organisation, adding: "I am convinced that her extensive professional experience, her knowledge of our industry, and her strong convictions regarding culture, lifelong learning and diversity will be tremendous assets for our next strategic plan."

Panosyan-Bouvet started her career at the AXA GIE in 1998 as an M&A project manager and subsequently moved on to hold senior management positions at Groupama, then within the Unibail-Rodamco-Westfield Group, while also serving as a member of the Air France-KLM Supervisory Board.

She also served as an adviser to the French Ministry of the Economy, Industry and Digital Affairs from 2014 to 2015, and was elected to the French National Assembly in 2022.

She went on to serve as Minister for Labour and Employment from 2024 to 2025; and in August 2026, stepped down from her parliamentary role after being tasked by the Prime Minister with a mission on economic attractiveness.
