Non-Chinese Hong Kong and Macao permanent residents can apply for travel permits to Mainland China from 10 July 2024

The permit is valid for five years, within which the holder may travel to the mainland of China multiple times, with each stay not exceeding 90 days.

Starting from 10 July 2024, non-Chinese permanent residents in the Hong Kong Special Administrative Region (HKSAR) and the Macao Special Administrative Region (Macao SAR) will be eligible for the application of the Mainland Travel Permits for Hong Kong and Macao Residents (non-Chinese Citizens), as announced by the Exit and Entry Administration of the People's Republic of China.

Non-Chinese Hong Kong and Macao permanent residents who travel to the mainland of China for short-term purposes, such as investment, visiting relatives, tourism, business, seminars and exchanges, may apply for the permit through the authorised China Travel Service (Holdings) Hong Kong Limited and China Travel Service (Macao) Ltd.

The permit approved and issued by the exit-entry administration is valid for five years, within which the holder may travel to the mainland of China multiple times, with each stay not exceeding 90 days.

The holder, however, shall not work, study or engage in news coverage activities in the mainland of China with the permit.

This move aims to further facilitate exchanges between mainland Chinese people and people in Hong Kong and Macao, and to help the latter better integrate into the overall national development.

The HKSAR Government warmly welcomed and expressed gratitude on the new measure.

Chief Executive John Lee said under the new measure, individuals holding the card will be able to enjoy self-service clearance at control points of the Mainland, significantly enhancing clearance efficiency. He added that this will also provide a significant incentive for companies and talent from around the world to settle in Hong Kong.

Ho Iat Seng, Chief Executive of the Macao SAR, also expressed heartfelt gratitude. He said this move will help support the Macao SAR’s acquisition of overseas talent, and create more favourable conditions to promote Macao’s appropriate economic diversification. The Macao SAR Government will fully assist with the implementation of the policy.
