Macao will continue its Wealth Partaking Scheme, granting MOP$10,000 to each eligible permanent resident, alongside multiple tax relief measures and employment initiatives.
Macao’s Chief Executive Sam Hou Fai delivered the 2026 Policy Address on 18 November 2025, outlining the SAR's priorities for the coming year: deepening public administration reform, facilitating economic diversification, improving people's livelihoods, and integrating into the overall development of the country.
Economic development and diversification
- The government will fortify economic recovery and foster new industries with international competitiveness through a multi-pronged approach, including increased policy support, financial investment, and optimisation of the business environment.
- Encourage SMEs to develop towards specialisation by offering high-quality products and unique characteristics.
- Optimise the modern financial industry to accelerate the development of high-tech industries.
- Accelerate the development of the digital economy and strengthen efforts to attract investment.
- Eligible corporate treasury centres established in Macao will enjoy a preferential profits tax rate of 5%.
- Launch multiple tax relief initiatives, and continue the ‘SME bank loan interest subsidy scheme’.
Livelihood measures
- Continue the Wealth Partaking Scheme. Each eligible permanent Macao resident will receive MOP$10,000, and each non-permanent resident MOP$6,000.
- Continue to inject MOP$10,000 into new non-mandatory individual accounts under the Central Provident Fund, and an additional MOP$7,000 into existing accounts for eligible residents.
- Continue to disburse social security benefits and various allowances, with increases to allowances respectively for:
- unemployment allowance: MOP$210/day
- illness allowance: MOP$180/day (out-patient), MOP$240/day (hospitalisation)
- marriage allowance: MOP$4,000
- funeral arrangements allowance: MOP$5,200
Encouraging fertility
- Childcare allowance for permanent Macao residents: MOP$18,000/year for children under three.
- Continue to provide a MOP$6,500 birth allowance for eligible residents.
- Optimise the subsidised assisted reproductive technology programme and expand free non-invasive prenatal genetic testing of foetal chromosomes to all pregnant women.
- Enhance maternal care and childcare services, adding approximately 150 new childcare places for children under two.
- Establish a comprehensive support network from pregnancy to child-rearing.
Tax relief
- 30% exemption on salaries tax.
- 60% refund of 2024 salaries tax paid by Macao residents, capped at MOP$14,000.
Employment initiatives
- Prioritise local employment and urge key sectors such as financial institutions and higher education institutions to create more job opportunities for Macao residents.
- Review and improve the approval system for non-resident workers, enabling more dynamic regulation of their numbers.
- Strengthen enforcement against illegal employment and further improve labour laws and regulations.
- Expand the ‘employment + training’ special programme into finance, construction, and public utilities.
- Launch a comprehensive vocational training platform, with public higher education institutions and subsidised organisations to be included in the first phase, offering an estimated 500 training courses by 2026.
Youth employment
- Enhance youth employment-matching and pre-employment counselling activities.
- Increase internship placements for Macao tertiary students in mainland China to 620, with a one-off MOP$5,000 allowance upon completion.
- Add more placements to the Macao youth professional development programme and local internship schemes, enabling young people to serve as interns at well-known local enterprises and Chinese-mainland ones.
Support for persons with disabilities
- Subsidise wages of employees with disabilities up to the minimum wage level.
- Employers hiring persons with disabilities can claim a tax deduction of up to MOP$5,000 per employee against profits tax or salaries tax.
- Increase the caregiver allowance amounts to MOP$2,400 per month, and relax the eligibility criteria for the allowances.
