ICA Singapore to roll out group submission feature for eCOA service from 15 August 2025

The additional feature will allow individuals reporting a change of address online to do the same for a group of people who are moving to the same address (e.g., family members who are going to reside together). 

Effective 15 August 2025, Singapore's Immigration & Checkpoint Authority (ICA) will roll out an additional feature in the electronic change of address (eCOA) service for an individual reporting online a change of address for themself, to do the same for a group of people moving to the same address (e.g., family members who are going to reside together).

The new feature will allow an individual (main applicant) to submit the application on behalf of four people (sub-applicants) who are all going to reside at the same new address. The previous "Myself", "Myself and my family members", and "Others" modules have since been suspended as of January this year owing to unauthorised attempts to change residential addresses via the eCOA service. 

The “Myself” module was later resumed on 14 January 2025, with an additional security measure of requiring applicants to perform Singpass Face Verification (SFV) when logging in using their Singpass account.

The main applicant will not be able to change another person’s address without applying to change his own address at the same time, and consent from his sub-applicants is required. The new address must be the same for the main applicant and sub-applicants.

Here is how you can register a group application:

  1. Main applicant to log into eCOA portal using the Singpass application and verify their identity via SFV to report new address. 
  2. Details of up to four sub-applicants may be included. They will be notified via SMS from gov.sg to consent to the change on ICA's website within five days.
  3. A PIN mailer will be sent to the new address for main applicant's verification.
    1. Note: SMS will be sent from gov.sg and will not contain any links to external website.
  4. All successful applicants will receive stickers bearing the new address by mail. Applicants are to affix the sticker on the back of their IC. 

Individuals who are unable to apply online for a change in address via the eCOA service (e.g., applicants without Singpass or who encounter issues when performing SFV) may submit a request to ICA via FormSG (which can be accessed from the eCOA service landing page). Alternatively, they may seek assistance at ServiceSG Centres or the ICA Services Centre.
